You have a 40amp fuse powering the key switch. The headlights are on a different 30amp fuse.

Where is the air conditioner fuse located

The control panel gets power from a 10amp fuse number 32. The blower relay gets power from a 10amp fuse number 28 and a 40amp fuse number 8. The fuses are in the box near the battery.
Check your owners manual for details.

Check fuse number 23 (20 amp) and fuse 12 (40amp) in the under hood fuse block. If you look inside the cover the fuses are typically labeled cooling fan 1, cooling fan 2 or something similar. The relays should also be labeled high speed and low speed cooling fan or something similar.

my pontiac did the same thing and all i had to do was replace the 40amp fuse. you can have someone turning the key while you hit the starter from underneath, if it starts then you need a new starter, if it dont then no, its something else. mine did the exact same thing and it was the 40amp fuse under the hod.

My cigarette lighter 1996 mercury grand marquis

Your thought that the end of something fell into the lighter fried something is likely true. I can't imagine that the wire could be fried and the fuse is still good. check to see if the fuse you checked was the right one. If it was and it is good, a wire on the back of the receptacle may have come lose. The end that fell into the receptacle, did it get hot or damaged? That could be a clue as to if the receptacle was shorted when the end fell into it or if not, then look for a lose connection.
