Question about 1991 Volvo 740
Try checking the wiring where it enters the sensor; my speedo needle "bounced" occasionally for a while before it quit completely, and at times worked for a bit when driving in the rain. On inspection, the aforementioned wires had rotted due to age and just needed some tlc (aka cut back and reattached).

I have had the same problem in my volvo. i didnt have to replace the sencor it was just a bronken wire, and from what i have read a broken wire is more like then a bad sensor. to see if that is the case just jack up the back of ur car, and look at the sensor there r 2 wire. if they r not connected then there is ur problem.

If your speed sensor is not working ,thats mean your odometer is not gonna work.try to take off your sensor and spin it ,while somebody looking at it,it suppose to move when you spin it,usually if the odometer stop working you gonna need a new/used one,
