SOURCE: Over heating at idle
You did exactly what I would do (and the dealer repair guy for that matter) by going after it thru the bottom of the headlight housing. But if you aren't having any luck finding it then I would go ahead and remove the bumper so you can have a better look at whats behind there. I have a 2004 cherokee too and that's where mine was. SOURCE: 1995 ford escort idle problem
The IAC valve is usually the problem with the 1.9 Escorts ,causing a very poor engine idle at a stop. It is located on the side of the throttle body .

I had the same problem on a Rover. There was a leak in inlet manifold that was caussing the problem.
To verify, spray some sealant to temporarily seal the inlet manifold .and the eratic idling should disappear for some time.
If it does, you know there is leak in inlet manifold which you can take of and refit with a new gasket.

There are 3 things that should be checked.
The idle air control valve (some call it a fuel bypass valve)
Throttle position sensor
and a fuel pressure test done. The idle air control is usually mounted on the throttle body, so is the tps which has a black plastic casing. good luck.
