13.5 amps??? Or volts? Sounds like you have either a bad connection somewhere or a relay that isn't working. Check battery volts and then check connections on the way down the positive cable. I'll bet that you have some corrosion that is causing a break in contact. Your starter draws more amps than any small accessory in the car. low draw won't cause the connection to break down. Using the starter will, so as you are testing, once you have your volt meter attached to any connection, have someone turn the key to start and see if the voltage dramatically drops.
