Look on the sides of the head for a casting number. This will be an upraised number as opposed to a stamped number , with numbers and letters mixed. Write down the VIN and call your local dealer's service dept. - they can look up the casting and tell you which you have. If you don't have the VIN available, your local machine shop can help.

I change the distribuator cap, rotor, and spark plug wires on my 1983 ford ranger 2.3 engine now when its warm the engine runs wide open can you tell me why it does that?

you may have a leak in the intake manifold which is acting like the throttle being open-look for a crack or loose bolts on the manifold to the head- cheers Denny

How can I tell which v6 is in my 1983 ford ranger

As far as I know there was only one V6 engine offered on that vehicle in 1983 and that was a 2.8 liter V6. (There were a range of 4 cyl engines offered though).

A decode of the VIN on the vehicle should tell you which engine was fitted in the vehicle when new. (In a vehicle that old the original engine could have been replaced with something different).

My 1983 ford ranger 2.8 litre has oil in the water but no water in the oil

Check your oil cooler lines, they have possibly leaked into the radiator and got into the coolant. I would check the flanges of the cooler lines that go into the radiator. If you don't find a leak anywhere then your head gasket is blown and you'll eventually see water in your oil. A leak down test will confirm the status of your head gasket.
