Sounds like you have a bad thermostat that needs replacing or an air pocket in the cooling system. Does you cooling fan also come on when it's hot? If it does then it is for sure one of the two above and if the fan doesn't come on then you may need to replace it.

I have Envoy 2005. While my car is parked, not turned on, the Temperature Gauge is staying at level higher than 260. Can I change the Temperature Gauge alone, or i have to change the Instrument Panel?

This sounds like the stepper motor that drives the gauge is defective. This can be replaced if you are handy with a soldering iron. The instrument cluster has to be removed to accomplish this repair.

My 2004 chrysler pacifica will not start. it cant be the battery because i had it jumped with my other car for about 15 min. and nothing. then when i just gave up. i but the gear in neutral, and it...

It still could be the battery, your trying to jump the car for 15 minutes would have given it a partial charge. BUT I would suspect the park/neutral switch. So I would suggest that you "play" with trying to start your vehicle in park, then neutral, park, then neutral and see what happens.
