You need an unlock code for it. It should be in the owner's manual, but if not, take your registration, title, and photo ID to the dealership. They can look up the code based on the VIN number of the vehicle, but it can cost you anywhere up to an hour's labor (that varies by dealer).

SOURCE: 1999 Chevy Blazer Starter

the starter is located on the passenger side lower motor. it has two bolts in it that hold it in place. it actually goes through a hole/slot in the transmission to the flex plate.

1st. disconnect the negative cable on the battery.
2nd. raise the vehicle safely and place a jack stand under the vehicle out of your way but near where you will be working(for safety).
3rd. remove the two bolts that hold the starter in place.
4th. remove the wires from the back of the starter.
5th. install in reverse order of above.

note: there may be little plates between the starter and the mounting points called shims. if there are then make sure you put them back.

have one person in the blazer pumping the brake pedal and then hold to the floor, crack the bleeder then tighten, release pedal, repeat till all air is out one side at a time, if this does not work then your ABS unit is bad witch if u follow your lines from your master cylinder u will find a black box with a motor on it, or the master cylinder itself is bad, it also can cause u to have no pedal, replace the master cylinder first, most likely cheaper.

Vaccum hoses upper right just in front of driver side there is one rubber hose going to side wall where does it plug into as it bcame unplugged chevy blazer 1999 4 door 6cyl 4 wheel drive

It could be the hose to the cruise controls, or it could be the hose going into the firewall and under the dash to the heater/AC controls.

In most cases problems with idle speed involve the idle air control valve or a dirty throttle body. The computer controls idle speed by how much air is allowed into the intake thru the control valve.
If the throttle is not sticking, I would check the valve and the bore of the throttle body.
You could also have a vac leak but that would usually be a constant problem.

From the inside pull as much as you can and cut the bad cable tape the new cable end together REALLY good and you should be able to pull the new one right through. You may have to remove a few of the cable retainer clips for it to pull.
