Possible bad wiper fluid pump. Remove the washer fluid tank and run a jumper to the positive ( red ) wire on the pump. If the pump runs then it's good and you may have a plugged line. Remove the small rubber hose from the bottom of the tank and try shooting compressed air into it to clear the line of obstructions and then re - install everything, fill tank 1/4 way and test. If it works you'll be good to finish filling the tank !
Hope this helps!

Washer wont turn on

What do you mean "will not turn on". That the washers aren't squirting water out? Can you hear the noise of the pump when trying to squirt the washers? If you can't perhaps the pump has gone. If you can hear the pump trying perhaps the washer is blocked or empty.

Water or winsheild wiper fluid on the drivers side floor

Possible that there is a leak from the hose to the washer or from the wiper washer/washer fittings. Since this is something that can be traced it is best to look from under the driver side dash and side panel to see the point of leak which can be plugged by refitting or replacing of the hose from the water tank to the nozzle.

The washer pump has probably seen it's last days. Have it tested and replaced if necessary.

The washer fluid in my 03 Honda element wont squirt how do if fix it

Investigation is the only way to find out what is happening, suspect items are pick up screen, discharge nozzels and pump. a quick test is to pull the hoses from the squirt nozzles, and see if fluid will pump. Frozen fluid will not pump.
