If the problem was caused by water splashes, you have between 25 and 35 Startups before losing the Code. You can get the Code read for free at Autozone or Oreillys. There are some sensors on the exhaust pipes which will hang down lower to the ground.

It could be a coincidence with the rain and be another problem that will not go away until its fixed. The scans can be helpful and you may be able to plug in a new part and be done with it. Even if you do not wish to fix it yourself, knowing what is wrong can help you avoid being taken advantage of by a Repair place.

My emissions light is on when I first started kinda shaky last night I noticed little smoke under hood would it be OK to drive an please someone tell me what this could he

The emission light comes on when the computer detects a leak or malfunctioning part in the system. It can come on due to a loose gas cap to a disconnected hose. There a lot of things that make this light come on. IS the check engine light on/flashing? If so, you may have a misfire causing the shake. If the engine light is on, have the codes scanned to isolate the problem.

Hesitation while raining outside

Check ignition system first. Try running engine at night when dry and look for spark plug wires or coil arcing. If your lucky, just needs new plug wires.

Truck stalls after driving in rain when truck comes to a stop. either at sign, lights or during stop and go traffic

If this is only stalling in the rain, you are pulling moisture in the ignition system, or fuel system. When stalling if it cut straigt off ( no studdering first) its usually in the electrical system. If it studders first prior to stalling, Its usually in the suel system. In the Night time hours (after dark) open your hood and look for electrical arching. This will give you a map to followto seal up tour electrical issue if it exests. If it is in the fuel system, the first thing I always chack.replace is the fuel cap as the gaskets deteriorate over time and release pressure causing a drop in fuel pressure in the system. Good luck

Service light came on, connected a scanner and got

There won't be - the secondary air injection system is strictly for cold-start emissions. You won't see any effects in driving, but if you have any sort of emissions check in your state's inspection, you will fail.
