I have a 2004 Mercury Grand Marquis with 69000mi. The airbag light starts flashing and then goes steady. What is the problem? Just started this a few days ago.

You do not want to be messing with airbags unless you are well trained with them. You have a resistance problem indicting an airbag fault on the passenger side from what info I could find. That indicates in a crash that that airbag will not be functioning properly or at all. Find a professional as airbags are very dangerous if you do not know what you are doing.

The flashing light on your car is telling there is a problem. On some vehicles require a OBD2 code scanner for the diagnosis. Once you know the code, you can most likely repair it yourself.

#10 is the airbag fuse, but the problem is most likely a ground fault. I have a 1996 Grand Marquis doing the same thing. You will probably find your problem exist within the air bag module. The module was stolen out of mine, so I tried disconnecting the airbag instead. This did not correct the problem. Locate your module (under passenger seat I believe) and check it out first.
