Safety mode ?? The headlights should work without the key switch being on. If the security system is not reading the chip in the key, the engine should not start. Have you checked the fuses and fuseable links ?
fuel pumps are bad for going out on these.. does the fuel pump buzz when the key is in the ON position? but dont try starting it, you're just listening for the fuel pump to buzz...
sounds like their is a short in the wiring to the dome light and buzzer... i know you don't want to hear that... if it is grounded somewhere that is why it quits when you remove the bulb... possible wire caught behind the dash when you put it back together... if so that would cause the ground...
check the fuel pump fuse and the relay. check to see if you can hear to pump running when you turn the key to the run pos. open the fuel door and remove the cap stick your ear close to the filler tube and have some one turn the key to the run pos without starting if you do hear anything and all fuses and relays are good get a test light and probe the power wire going to the pump. (follow the harness that goes above fuel tank. if you dont knoe which one is the power wire coming from that little harness just try probing alll of them one at a time.but, every time you go to a differnt wire you must cycle the key off then to the run pos. while the test light is touching inside the wire.
if the light comes on go under the hood and look at your fuel rail there should be a vavle that looks like a vavle stem on your cars tire press it while key is on if it very low pressure replace pump.if it has a lot of pressure you dont have a fuel issue.
while the key is on and its making the noise look under the dash and fing the box thats making the buzzing sound. unplug the litle box and discard. you dont need it and it wont hurt anything if its not there. thats a problem on those fords with that box
