need more detail of vehicle , if its a c5 corvette there is 2 ways through bottom or through top , bottom ,there is a openable panel apprx 1 ft by 2ft wide both sides it is openable jack car up use safety devices unscrew apprx 5 screws holding your right or left side air dam ,a little farthe back over the edge into wheel well youl find a couple more to remove open access , or from the top squeeze your arm down alongside headlamp "while it is up" reaching bulb with fingers turn slightly it comes outwith holder remove then install new bulb repeat removal in reverse for more room you can remove the 3 screws holding yiour headlite surround on, slip it off, lot more room

It is a tight squeeze, but you can get your arm down past the headlight to the brake cooling duct and pull the brakeduct off the nose of the car back and to the side. Then you can reach through that hole and replace the turn signal blub
