Question about 1999 Ford Windstar
Both of you all prob have problems with the flappers or baffles in the rear that controls the air flow they may just need to be moved manualy becase somthing is stuck in there or the could be broken.

The rear heat- a/c switch in your dash to the far right has gone bad, vacum controlled switch will start leaking vacum and wont allow vent doors to open or shut correct, not hard to replace, about $30 at ford garage
