Question about 1999 Chevrolet Tahoe
Can I shut them off before start up ?
No you cannot. you could add a switch, to them but thats going to require some soldering and cutting of wires, or you could jerry-rigged the fuse, with a switch. but really you cannot shut off the running lights. before startup.

Yes u have to engage the parking brake to turn them off, doing so the brake send ground to the daytime running light relay and turns them off. So nothing else inflicts with the system, but if ur lights are working in perfect condition they shouldn't turn on before turning on the vehicle.

If you push the emergency brake in just enough to click once the lights will go out. Downfall is that you have to press the emergency brake and don't know the effects of that on the vehicle. This works on all the Chevy 1500, 2500, Tahoe and Suburban.

perhaps i missed something here... lowbeams and daytime lights are about the same.... be that as it may... the merely obvious thing is that the low beams are burnt out.... next thing would be that the relay for the day time lights could be defective... it's often mounted on the firewall.

you can not turn the daytime running lights off,,,the only way is to put in park or pull ebrake, but they are just the regular headlight bulbs running on a lower wattage,,so you cant remove them
