Hey Robert. It could be one of a few things. I had trouble with my speakers too.
If you still have the factory head unit in your car, the static may be because the speakers are damaged.
If you have a new or non factory head unit in it and you have the factory speakers in the car, the speakers will have a static sound when turned up because they have trouble supporting the amount of watts and power that are being supplied to them.
Another problem I think of when you say static is the metal and plastic or your car "rattling" against each other when bass shakes the area around your speaker. If that's the case, you just nee to put something in there that surpresses the amount of vibration that comes off your speaker and flows into the speaker mount.
Hope this helped.

does the new amp you have have a hpf setting if so check to see if thats on, turn off the x-over so it will play both lpf and hpf, bass and treble. are all the speakers wired to the amp aswell, this is the only thing that would stop bass other than the head units settings.

Rear speakers go out intermitently and seems like one side may be louder then the other

Do you listen to your music loud? Maybe lots of bass? They sound blown to me. This is a fairly common problem, especially on older cars, since speakers degrade from usage, and hot / cold weather. Good lock!

1999 toyota rav4 won't shift out of park

Most likely it's the switch on the brake pedal. You know how you have to step on the brake before you put it in gear? That switch is probably bad. Should not be difficult to fix.

you need to install a filter on the power leads of the radio and the amp.  The filter in your electrical system have gone bad and your alternator is generating noise.  Have you recently done anything on the cars electrical system such as spark plugs or wires?
