A couple things could be but not limited to - weak motor, wiper transmission needs lubricant, worn out bushings or bearings for wiper arm causing added friction. You might take to a GM Dealer to see if there is a bulletin or notice about the wipers.

My tans sport 1996 wipers soped wprking fuse is good trying to find a relay pump for wiper wash stop working as well

Your symptoms are typically that of a defective fuse. There are no relays for either the wipers or the washer pump and both operate off the same fuse. Check the fuse again and make sure that it is making good contact on both contacts. With the ignition on, check that you have 12 v + on one of the fuse contacts to earth, use a volt meter or a 12 volt bulb to check this. If you have power and the wipers are still inoperative you will have to start looking at wiring and the wiper/washer switch incoming power wire right from the fuse box.

My windshield wipers ( front ) stop working and the fuse it fine not sure what else it might be

I had to run a new ground wire from my wiper motor to a chassis ground to eliminate a similar problem on mine. Mine kept intermittently stopping, of course always at the worst time. The ground wire resolved the issue.

Recharging air conditioner

START AT THE FIREWALL WHERE THE LINES CONNECT, MOVE ALONG THE LINES ABOUT 10 - 12 INCHES OR SO. THE LOW SIDE CONNECTOR SHOULD BE THERE UNDER THE WIPER TRANSMISSION BEHIND THE COIL PACKS. THE HIGH SIDE IS NEAR THE COOLANT RECOVERY TANK. YOU MAY HAVE TO LIFT IT FROM THE RETAINER.

Do you have an owners manual? It will tell you everything you need to know in there. The fuse box is in the glove box, in a separate door, and your book will tell you which is which.
Chances are it's not the fuse. GM wipers are famous for malfunctioning. There is a circuit board under a plastic cover on the wiper motor that often goes on them. It's 20 or 30 bucks to replace. Or just change the whole wiper motor for $100.

1996 Trans Sport Windshield Wipers sometimes don't work

There is a little circuit board behind the plastic cover on your wiper motor. You can get a new one from most parts stores. They are about 20 - 30 bucks. Remove and replace, and it'll work like new.
