Question about 1993 Chevrolet S-10 Blazer
The fuel pressure regulator is on the injector which is located inside the intake manifold(2piece manifold). It is replaceable as I did this on mine. The test port for fuel pressure is located at the drivers side rear of the intake manifold. It looks like a large version of an air valve. mine has a cap on it.

Sounds like it needs a new fuel pump. Get a Fuel Pressure Gauge and check it make sure it up to the Specs,What I think is about 35 to 40 psi without looking in my book. Also you would want to make sure the fuel filter was changed, Your getting spark and fuel, But You stated your able to start it with starting fluid so I would say it must be a fuel pump problem..
