Can I adjust the wiper arm on the drivers side. It extends past the wind shield when they are turned on. Did I screw them up the last time I installed wipers. They will also not retract all the way down now?

It could be a relatively easy fix or it could take some effort. First, try repositioning the wiper. By flipping up the end cap of the wiper arm and backing off the set screw that holds it on the wiper motor post. Remember, what position it was in by placing a piece of tape on the windshield. Pull the wiper arm off by pulling it off in line ith the angle of the wiper motor post. Take a close look at the splines of both the wiper blade arm and wiper motor. If either is damaged you will have to replace that component. Estimate the amount of adjustment you need and reinstall the wiper blade arm that amount in relationship to the piece of tape. Tighten set screw and try it. If it still does it but less then repeat the process until you get it adjusted correctly. If there was no change thing it could be the wiper motor and that takes some effort to replace.
when the wipers are off make sure the driver and passenger wipers are at same level on windshield you can adjust them so they don't go off the edge or hit the bottom. if they are hitting off the edge and hitting the bottom as well you need to check the linkage since it may be worn out.
this is normally caused by a bad wiper motor or binding of the wiper gears and linkage arms.
check to see if the linkage arms are tight and not loose. also try and lube up the pivot points.
another thing to check is to make sure you have 12 volts to the heater.
Remove the wiper arms (pop off the caps at the base) and the 15mm nut. Take out the screws that hold down the wind
shield cowl lift it away to expose the washer hoses. Unplug the wiper motor (center driver's side) by pulling
out the red clip on it and squeezing the tab. Remove the 13mm nut from the wiper motor idler arm and take
out the 3 10mm bolts that hold it in place. Squeeze it out from under the wiper transmission, or loosen the lower bolts. You'll see them. Not a difficult job, just take your time.

The arm is stripped onto the stud its pressed into which is call a wiper transmission. That part mounts to eack ww blade then to the wiper motor. You need a new transmission and maybe a new wiper are as well
hi bill im scott, im sorry to be the one that has to tell you this but it might be that you have rounded the main motor arm which is not as easy to change as just the wiper arm. if it just wiper arm then you will find a cap at the base of the arm which will pivot up with a little force and reveal a nut which will need undoing and most prob wil be loose. hence hitting wing mirror, if not the arm then it will take a lot of shifting the bulk head and remove whole wiper motor and inner arms which can be a bugger of a job.
Sounds like a linkage (wiper transmission) problem. But, put an external ground wire to the wiper motor first and see if they work then. Also many wipers have a fastening nut on the wiper arm where it attaches to the stub that goes through the body. These may have loosened and gone out of adjustment. If so, loosen them and re-position arms, then tighten them down.
