Either your throttle cable or throttle plate is sticking. This most likely do to moisture on the cable or in the mechanism freezing do to the cold.

Gas pedal sticking

will try to help,thats a serious problem. if you're mechanically inclined maybe you can do this,if not,please seek a mechanic if problem still exists. 1st with car off and in park w/motor OFF. pull and push gas pedal up and down with your hand. feel resistance from pedal?nothing blocking the pedal at floor? next open hood. in park,with engine off, follow gas linkage with your hand, when you reach the accelerator,move it by turning it with your hand, spray it with wd40,if this does'nt improve the sticking,you may have a burr in the wire inside the fuel cable,simply put,it will need to be replaced and not safe to operate on the road, it's not really complicated repair but you can be helped through it with directions. if not mechanically inclined, don't recomennd you try it though. hope this helps you and thank you for choosing fixya.com

Throttle cable could be binding inside the housing that attached to the throttle body. Also the throttle positioning sensor could be faulty as well.

Car won't start when it rains and is damp weather, mechanic wants to charge $900 for tune-up, coil plugs, gas filter, says 4hr job. Is that right, is that the solution('02 tribute 6cyl.

That sounds pretty steep to me. Also the fault seems to be more of an electrical nature so a new fuel filter is probably padding. It might be an issue with a bad engine management system or perhaps you have a bad fuse box. Get an honest mechanic to check it out.

Throtle pedal is hard to push in cold weather 2006

I don't have the solution but I can back you up, my 2006 Tribute does the same thing when it's around freezing the first time or two I push on the gas.

Sticky gas pedal

it is a dirty throttle plate. $280 is an absolute ripoff for a cleaning, it is about 10-15 minutes of work. They are probably quoting replacing the throttle body which about a $150 part.

Got to Autozone and get "CRC Throttle Body Cleaner". Remove aire inlet hose at throttle body with a screwdriver. Spray a *small* bit onto throttle plate, use clean rag or qtips to remove gum/varnish. Spray pivots and also clean around perimeter of the plate. Take it to an independent mechanic if you are unsure of the procedure.
