This happens with my ram. The tilt wheel locking pin is stuck. When this happens to me i have to wiggle my steering wheel up and down and pull on the tilt release lever at the same time until the locking pin slides out of it's locked position. I have found that if i do not lock the wheel in the max up or max down position i do not have this problem.

Actually this is most likely a mechanical issue if you had to move a lever to adjust it. If it is one of those that is supposed to adjust at the push of a button to saved settings then it is a solenoid. I doubt you have this in the caravan though. You will need to open up the steering column so you can access the locking lever and gears that the teeth of that lever lock into. Most likely either the teeth or or the bracket they lock into have become damaged or loose causing your problems.
I think your steering wheel may have been under tension when you parked it. It happens to everyone. Try turning the wheel the direction that it will move and turn the key with foot on brake to disengage the locking mechanism. As you move the tilt lever to release the lock pawl from the rack the wheel will move. Yours does not it seems so the rack inside this tilt housing has broken off and has bounded up making the tilt option inoperatble. The steering column will be needed to be torn apart and replace this broken housing with a new one
Generally the very thin wires from the ignition cylinder to the Vats module break causing an open circuit. The reason is the tilt wheel. The movement of the adjustable wheel causes this to happen. The steering wheel must be removed and a few more items below that to remove the key cylinder. The hardest part is decompressing the steering wheel lock plate to remove and to reinstall. A SNAP RING HOLDS THAT INTO PLACE WITH A HEAVY COMPRESSED SPRING BELOW IT.. If you do purchase a new lock two new keys will be needed also for the are made precoded. The dealer will need one of your old keys to match the resisitor in your old key so the car will satrt with the new key and lock
The mechanism in the steering column works you turn signal and brake lights. Odds are its bad, they break sometimes because of the tilt wheel and sometimes they just wear out. You have an air bag in your wheel, I would suggest you might want to take it to a shop. lee
