As the question is concerned i think it is a electric circuit problem.. So you need to follow these instructions to curb the problem.
You'll need a voltmeter / continuity tester to test the windshield wiper switch, your ground wires and the wiring between the motor & the switch. You should be able to figure out where your problem is and fix it. It's just going to take you time to isolate the problem. If you're not familiar with troubleshooting electrical problems, then you'll have to take your car in to a mechanic or automotive wiring specialist.

This sounds like a possible short in the motor or the combination switch (that controls the wiper motor).
I would locate the wiring plug for the wiper motor (from memory it is located under the bonnet close to the bulkhead...or it will be under the protector between the bonnet and front windscreen)...disconnect it, and try to turn the wipers on...if it blows again, replace the wiper stalk (combination switch), if it doesnt, replace the wiper motor....

You must have used a wrong fuse in it. Please check some other fuses that might be the problem.

Check to make sure all grounding straps and grounding wires are in place. Also look for damaged wiring. This is one of those that will amount to chasing ghosts as the time to locate where the issue is will take far longer than the repair itself.
