You are going to need a new clockspring. This lives under the steering wheel, and allows the wheel to turn and maintain electrcal contact. Not too hard , but you will need to pull the steering wheel off

What possible reason could be why the horns stop working?


As an owner of 1999 and 2000 Cherokee sport models, the first thing I would look at is the dash lights. Yes, the idiot lights can actually help here, because the biggest reason I have found for a Chrysler product horn to fail is the CLOCKSPRING. This is mounted under the steering wheel, and it also controls airbag operations, as well as has been found to cause problem codes with transmitions on some models.

If your airbag light is on, have it serviced at a reputable shop or dealer, because you don't want the airbag to go off when you take it apart. Fixing newer cars is a crapshoot anymore, and Ive had airbags go off on me when getting people untangled from car wrecks as a Firefighter. NOT FUN.

The other thing that could cause this is the horn relay, and I believe it is in the box under the hood. I found the diagram for it in another post on FixYa so you should be able to get it here.

Horn won't stop


if you unplug the clock spring on the back side and the horn will stop then remove the air bag and check the switches and wires inside the steering wheel

When the airbag light is on the airbag system is disabled. The likely hood of an unexpected deployment is slim but still not impossible. Before you start replacing modules have the airbag module scanned for codes. The most common issue on these year vans is the clock spring located behind the steering wheel. Typically the airbag light will come on, the horn will stop working, and the cruise will also stop working. These can fail one at a time or in any combination. Post the codes here once you get them. I have a 1999 pontiac grand am. the airbag light and horn does not work.


Try looking for the fuse of the airbag and horn to start.

The airbag module may be bad if it doesn't light or the bulb is burnt out on the instrument panel.

Horn on my 1999 Ford Taurus


does your cruise control work? the reason is that there is a what is called a clockspring harness in the sterring wheel under the airbag, if your airbag light is flashing chances are this harness is broke and will need to be replaced,  The airbag, horn, and cruise control all go throught this clockspring harness.

On my 1999 Grand Caravan,battery ,airbag & oil pressure stay on.


Sounds like a steering column that is not grounded or if that is ok then you have a recall for the steering clockspring as for the battery light check your charging system

1999 town & country cruise control stopped working


2001 town & country. My airbag/seat belt light came on, cruise control and horn stopped working. Dealer said it was the "clock spring" and usually covered as a recall item.
