When you say it won't start you mean it doesn't crank? If it won't crank then the relay to the fuel pump won't get a signal from the ECM to run. (depending on the model)
Have you had the battery out or has it run down recently?
For1995 Oldsmobile 98 3.8L SFI OHV 6cyl the Fuel Filter is located under vehicle, passenger side, below seating area, front of fuel tank, mounted on frame in fuel line
the fuel filter is located in the engine compartment, mounted to the firewall. On some 1996-98 2.0L non-turbo engines, the fuel filter is mounted to the fuel tank.
It might be injectors and/or fuel filter clogged.
Try to use injector cleaner (ask for recommended heavy duty in auto store) also I would check maf sensor.
Also misfiring/backfiring is a sigm of worn/damaged distributor cap/wiring
