Question about 1999 Ford Taurus
I have a 98 Taurus and just had the same issue. You have to pull out the plastic pins holding the carpet, fold the carpet down out of the way and remove 5 nuts. They are most likely metric, but a 7/16" deep-well socket worked for me. Then you remove the entire lens assembly, be careful as there are wires attached. pull out slightly on the connector latches while pulling the connector to remove the cable from the light socket. Twist the light socket counter-clockwise to remove it from the lens assembly and access the bulb. The 3157 is the one closest the license plate.
A lot of work to replace a simple bulb. It should only take about 15 minutes if you have a deep-well socket - I don't think it would be possible with a wrench.

Just a couple of notes on crichner's solution. The socket size is 11mm so use that if you have it. On the 99 Taurus the way to remove the pins holding the carpet in is to first remove, with a small screwdriver, the square center pins and then the larger pins will come out easily.

I had that problem and I looked under the dash and one of the wires that is connected to the switch on the brake peddle was disconnected I just reconnected it because the switch I found out I would have to order from the factory and thought it would get exspensive. every now and then the wire comes loose but I just re attacth it and keep riddin. lol. Another thing I just found out is there is another fuse box under the dash under the emergancy brake. if a fuse is blown the wires on the inside will not be connected.
