I have a 95 neon.. did the same thing.. replaced the brake handle assembly... got one from auto wreckers... works great now

0n the handle end there should be a yoke and a pin conecting the cable to the handle the end of the cable usually has a stud off the end and the yoke is internally threaded . pull pin conecting yoke to handle grab stud with wrench and twist yoke it should be threaded turn it and it will thread in and shorten cable. give it a few turns in reassemble and test adjust as necessary

there should be an adjusting sleeve at the end of the cable on the carby or throttle control Adjustment is to loosen the lock nut and screw the sleeve out a bit . Same principle as adjusting the hand brakes on a bike.

You need to manually adjust the brakes after putting new brake shoes on. The automatic adjuster has adjusted for wear in the old shoes which will make the new shoes too tight.

Brake drum wont come off

Jack up the desired side and put it on jackstands. Now make sure the front wheels are blocked against front or rear motion and make sure the brakes are off, this includes the emergency or hand brake.

The pressure of the rear brake pads against the drums should be minimal enough that you can wiggle the drums off. You should not need to adjust the cables - which are for the emergency brake connection.

Grab the brake drum with both hands on opposing sides and gently wiggle back and forth while pulling out toward you. Some of the tension will be from the pads and some will be from the bolts. Once you advance it a few millimeters, it will start to get easier.

As always with brake work, be sure not to disturb the dust or breathe it. Using proper brake cleaner products can really help your health down the road.

At the upper part of the brake pedal, you'll find the brake light switch. Replace it and you should be fine.

Sounds like the caliper mounting bolts are tightened all the way down causing movement when the brakes are applied. Simply remove the tires and check the 2 mounting bolts that mount the caliper to the bracket.
