A common problem is the filler line rubber hose collapsing if it is installed incorrectly. Look behind the quarter panel and verify it is not twisted or kinked. If that seems to be ok, pull the vent hose (that is the smaller hose that runs with the filler line) and verify that it isn't plugged. This can be accomplished with some low pressure air from a compressor. When you put air to the line, you should hear it going into the tank. It would help if you were able to see the top of the tank.
