The stabilizer bard rarely need replaced. There 2 brackets holding the bar in place. They both have a bushing that goes bad from time to time. The real issue with the stabilizer bar is the end- the stabilizer rods on the ends. You can usually replace these in about 1/2 hour and the job is done. Go to your local parts store and order the stabilizer rod and bushing kit, The kit will come with an in instruction sheet, and it is a very simple job.
The stabalizer bar is connected to the lower control arm with a stabilizer link. It sounds like the link has gone bad from your description. You can purchase a new link kit from your local parts store. You will assemble the new link starting at the control arm and working your way to the stabilizer bar with the threaded end of the bolt going through the opening on the bar.

definitely sounds like a ball joint problem, bushings would not cause it to chew up tires a worn moving mechanical part would such as steering components,wheel bearings,ball joints, and believe it or not shock absorbers
Sounds like the sway bar end link but it win't make the car vibrate. The links can be bought one at a time but the one on the other side will look just like it and could be worn out too. The sway bar keeps the car from leaning over in turns and makes the car handle better. vibration caqn come from bad tires on down,
Remove the sway bar links from lower control arms. Replace the sway bar mount to frame bushings first. Then install sway bar link bushings. Note how they come apart and install in the same manner.
