There should be a cap on the valve cover. On some models the dipstick is arrached to the fill cap, so if you twisted off the cap there is a little plastic stick with the fill levels etched on it.

My 2003 grand am just died going down highway i removed the boot from carb water and oil mixture came out head bad?

Common problem with that motor is the intake gaskets fail. It could be that but in reality it sounds like head gaskets are gone

Is it safe to put Valvoline synthetic 5W 30 oil in a Pontiac Grand Am 4 Cyl 2003 car with other oil already in car?

It depends on if the oil already in the car is synthetic of conventional. If the oil in the car is synthetic already you will be fine adding that. If it is conventional you will want to do a complete oil change and change the filter.

Hope this helps.

I have a Pontiac Grand Am 2003 I opened up the hood and realized it had green antifreeze in it I got the anti freeze flushed out and put dex cool in it. Now its a milky subatanc in the oil I got a oil...

You are leaking water into the oil. You should also find that you are having to add water to the coolant. If you are lucky, this will be a head gasket problem. Could be that the head bolts are loose. Even if this is the issue the leaking gases have most likely damaged the gasket.
