This is just a cover for the parts underneath. it can be snapped on and off easily, there are tabs that hang over the far left edge.

I cannot find the other fuse panel.

The "other" fuse panel is on the passenger side of the dash board, inside the vehicle cabin. Open the passenger door (the front one). Look at the END of the dashboard. There is a little plastic panel which just pops out. You may have to give it a pretty firm tug, but it's just a snap-in piece. No tools required. Pull that panel off and there's your second fuse panel.

Where is the crank position sensor on the 2000 olds silhouette

Hello Cary.
Your Olds actually has two crank sensors.
Each one sends different information to the computer.
The 24x sensor...
Right side of the engine, at the end of the crankshaft, behind the harmonic balancer
And the 7x sensor is mounted at the rear of the engine just above the edge of the oil pan. This one is tricky to change. Difficult to access as you need to reach in between the trans output shaft and the engine block.
There is a small bolt that retains it but they stick in place by an "o" ring. Carefully turn and pry after removing the retainer bolt.
Hope this helps you with your repair.

I have a 2000 Oldsmobile Silhouette that just started overheating because radiator fans don't come on. Can you tell me where the relays/fuses are located? I looked in the fuse box but none of them seem to...

In the black plastic box in the engine bay on the left or right side or against the firewall. The is top held down by plastic clips. Release them and look at the bottom of the top piece will be a diagram that will tell you where the cooling fan relay or relays are.

Vehicle is overheating...2000 oldsmobile silhouette

It's possible you have a blown head gasket. In that case, the heater core which is above the engine fills with exhaust and stops working. To verify this condition, check exhaust for excessive white smoke. If leak is still small, it's possible you won't see much. In that case have a shop check the radiator for hydrocarbons (exhaust). If the test shows any in cooling system, you definitely have a head gasket problem.
I'd also check the thermostat. Sometimes it can give similar symptom but more often than not this will trace back to the hg.
