you need to have a pulley puller to get the pulley off if you don't have one most auto zone part stores have a loan a tool program and they can help you with that on most powersteering pumps the high pressure line will be a fitting or bolt on and the return line is usually just a squeeze clamp hope this helps good luck

SOURCE: 99 STS AC is blowing hot air
I had the same problem but it was blowing hot air on the passenger side of the car. I assume you have the dual zone controls that I have as well. The problem is most likely the damper that controls the flow of hot and cold air into the car. The motorized component of the damper is most likely not working and its stuck in the hot air position.
I had mine replaced by a repair shop so I cant tell you how to replace it but it may be something that you can do if you have the time and patience to work on it.

This can be a very difficult repair. If you pay someone to do it, the labor costs are very high due to the amount of labor necessary to even access the heater core. I cannot tell you step by step how to do this. I can however tell you that you will have to remove enough of the dash to allow access to the core. Go slow, be careful and do not break any of the parts. Use common sense to figure out how the parts come apart. Look for screws and clips. Some plastic parts just snap together. Take digital photos as you go along to help you in reassembly. It is just a matter of getting to the core and removing it. Of course you will need to drain and flush the cooling system, replace the thermostat, and add a fresh 50/50 mix of DexCool & Distilled water after installing the new core. Be sure and set the heat to high when pouring in the fresh coolant. Bleed all air from the system.
