If the floor boards are wet, you likely have a bad seal under the hood or possibly a door seal.
If it's hard starting, replace spark plugs first and probably the wires. Likely moisture is setting in one of the wire connections. Wouldn't be bad to replace fuel filter as well

I don't think it's that unusual since the vapor pressure in alcohol is less than in gasoline. Try pressing the gas pedal a little bit to see if that helps. Hold it at about 1.9 to 2.0v TPS. That will increase the cranking pulsewidth. If that helps, then the chip can be adjusted to help.

    This is common with E85.

Also, Platinum and Iridium plugs are being praised for helping this very situation. Considering a lot of forced induction people don't like platinum plugs, I'd try Iridiums and see if that helps.

Easiest way to help with cold starting is to put about 1 gallon of 87 in with 9 gallons of E-85. When its thats cold out your not going to lose any performance from the diluted mixture but it sure as hell will make the car happier and start.

E-85 has a hard time creating a combustable mixture in temps below 50 degrees. Even when my car would get started and warmed up I found out that running a 195 degree stat instead of the 160 was the ticket. Better mileage, efficiency, etc

Where is the thermostat located at, on a 3.0 v6 ,1996 ford taurus

The thermostat is located on the drivers side of the motor underneath a large wiring harness and is difficult to see. try following the top radiator hose backwards. Hope this helps....not too hard to change either.
DEPENDS. If it is the 24 valve OHC engine, the thermostat is on the passenger side, front, bottom of the engine. It's a little hard to get to but just two bolts.

Why does water get into the passenger side floorboard of my 2004 ford taurus when it rains hard? it only gets wet during severe downpours

There is a leak from your cowl area. There is a technical service bulletin to install a plastic extension onto the cowl cover so water will not leak in side. It will also damage your blower motor if you don't get it reapred.

2004 diesel hard to start when cold

It sounds more like the glow plugs, the older models had trouble out of the module, but the 6.0 is pretty safe from all those problems. And don't forget to use the correct fuel additive for diesel engines, it helps .
