Question about 1995 Buick LeSabre
The fuel pump is located in the fuel tank. Unfortunately there is no access panel and the fuel tank will need to be removed.
Typically there are two straps, a filler hose, two fuel lines, and misc EVAP hoses that need to be removed or disconnected. If there is gas in the tank it can be very heavy and fuel can spill causing a fire/safety issue.
I'm pretty sure the fuel pump is serviceable on that one. If it has the metal sending unit you will want to inspect the inside connector to the sending unit very carefully. If the pins look black or burnt you will need to replace the sending unit.

even if you have preasure in the line that does not mean you have fuel going into the engine. you should check the injectors to see if they are spraying and if not you need to check the injector pulse to find out if the PCM is sending the signal to them to spray. to check injector pulse you will need a noide light to test the pulse it the light lights up you have pulse, but easy way to check is pull an injector and turn the engine over see if it sprays.

If you see a light that says "security", this would explain the entire problem. Here's a link with info and "do it yourself" options. http://vatspasslockpasskeysecurityhelp.yolasite.com/
