    I read the owner manual today. It does not say how to replace the high mount stop lamp bulb. The shop manual just shows how to replace the entire assembly. If I get a chance, I will try to look at the drawing to see if it shows the lens cover removal.

    the dealer can run a scan for diagnostic trouble codes (DTCs) and that will pinpoint issue. You can just ask the delaer for the scan test, about $50 to $75 for scan. Ask first. Is check engine light on or Wrench Light on?

    I looked in the shop manaul and at a 1999 explorer. The lamp looks like an LED system, so it has to be changed as an assembly, not just a bulb. Unless you can solder in new LEDs.
    The shop manual only tells how to replace the assembly by removing the inside trim panel and then drilling out the rivets and using a very heavy duty riveter to install new rivets.

    Explorer models are equipped with a neon high mount stoplamp. The high voltage needed to illuminate the lamp is produced by a ballast located behind the interior trim above the liftgate header. Check the ballast first.

    Rear Hi-Mount Neon Stoplamp/Ballast, Explorer


    1. Remove interior trim as required to access lamp attaching nuts. If necessary, refer to procedures in Section 01-05A , Interior Trim, Ranger, Explorer.

    1. CAUTION: Always disconnect low voltage wiring connector first when servicing neon lamp ballast.

      Disconnect wiring, remove attaching screws and lamp ballast.

    1. Remove rivets attaching neon lamp housing to liftgate header.

    1. CAUTION: The ballast and neon lamp are serviced as separate assemblies. Do not attempt to disassemble the ballast or lamp.

      Remove attaching nuts and neon lamp assembly.

I'm assume that you are talking about Power Distribution Center, for fuses and relays. If the answer is right, I suggest check the 1996 Ford Explorer Owners Manual (page 387 and next)

check your battery cable connections on both ends for corrotion and tightness. then check to make sure your battery is fully charged. for you to loose your lights and everything like that it means you lost your electrical conection
