Could be but unlikely....sounds like a faulty sensor somewhere, I trust no one has altered the idle as these are electronic and must not be adjusted unless Technically qualified.

1992 Vulcan runs great at higher RPM but dies without power at lower RPM?

Not sure what a Vulcan is, but if it has an ignition module these have high rpm and low rpm sections. You low rpm section may have failed. Parts stores can test these if you take the module out and take to them.

I boost jeep and it starts up but soon as i let off gas it dies and kills battery

probly your alternator. at real high rpm it may still charge but not at low. also my be the battery it wont hold a charge then the alternator is trying to power everything at low rpm. then u drop to low and stop charging enough and the coil or fuel pump havnt enough power. if you use a volt meter and watch it. u should have 13 or more all the time and not morethen 15.5 if its working then probly the battery. another posibility is both check ur battery cables. corrosion can cause it to not charge. also make sure ur headlights arnt on because thats putting more on the altornator

Car dies

Your 94 should be a 350 engine,is it?
That would be a timing chain, which means the distributor cap was removed to locate cylinder 1,
Your high rpm in neutral, and low rpm in gear sounds like a vacume leak,The turn signal problem I'm not sure because you didn't say if the battery is going dead or if it starts right back up.

Won't start, engine wont rev above 2000rpm

Have the alternator tested. You are providing a low charge to the battery when you jump it and when taking it above 2K RPM requires more amperage resulting in the engine dying and the rough idle

99 discovery/ dies while driving

sounds like the belt is loose. if it has a tensioner check and or replace it, if not tighten the belt. or the alternator tests ok but is actually not working at low rpm. or the battery is shorted. electricity is tricky

Car just died while driving!

I assume your vehicle died because the electronic ignition shut off. One possible cause of this is that the alternator is not supplying any or enough voltage to the battery. Obtain a voltmeter set it to
12 v dc and check voltage of battery it should be above 10 volts in order to start vehicle. If it is below charge or replace battery or just jumpstart vehicle and check voltage while vehicle is running it should be around 13 to 14 volts if alternator is working correctly also make sure all connections are clean. If higher voltage is not present from alternator you have a few options cheapest one first There are replacement brushes available for Toyota alternators dealer item only I am afraid. Or replace alternator with OEM alternator from dealer or reputeable auto parts supply store. That should solve your problem if my assumptions about your problem are correct.
