Hello vanperidon.
You did not say what year or model or what country you live in so I will go with my experience only.
Many Honda vehicles had problems with daytime running light modules in the late 1990's and early 2000's.
Often I am able to remove the modules, disassemble them and resolder a connection that goes open circuit on the circuit board.
Location depends on what vehicle you have.

Thank you for using FixYa.

Someone will need to check for voltage at the dimmer switch and then trace back to the fuse box as needed.

Drl starts buzzing right headlight does not come on

the buzzing is the relay driven by the daytime running light module.
the module is under the left side of the dash by the fuse box,but above it and more to the middle.right above your left knee about 8 inches or so.

High beam headlights quit working. Bulbs are OK.

If your getting power at the headlight wire harness, then it's going to be the bulb it self, but make sure your checking the right 12 volt terminal at the plug. There should be three terminals there, there is a ground, 12 volt low beam, and a 12 volt high beam. If both the low and high 12 volts are getting power, then it's going to be the head light bulb it self that has reached the end of it's life time since the day time running lights are always on which is the high beams. Good luck and check the fuse box under the hood by the battery.

Should be near the accumulator on the passenger side firewall. The accumulator is the thing that looks like a canister with a clamp around it. It holds the liquid freon for the a/c system and has a blue cap with an L on it.
