If just the top porcelin part broke off, then you should be able to use a regular spark plg socket to remove normally.

If the Plug broke in some strange way that does not allow you to get a socket on it, then it gets more difficult.A person hay be able to do some careful drilling and rethreading, but the safe way is to pull the head off and have a quilified automotive machine shop get it out for you

Good Luck with this problem

99 altima turns over no start

Spray some ether in the throttle body and see if it starts. If the car still doesn't start, it could be an ignition problem. Check for spark.

Tune-up

That all depends on the mileage, first tune is 100,000 miles, the very least you will need is spark plugs, fuel filter and air filter, use factory spark plugs, many brands available but the factory plugs work best.
