It will be on top of the fuel pump module. You'll need to lower the tank to get at it.

Where is the fuel tank pressure sensor 0n a 2000 cavalier

I have never heard of a Fuel tank pressure sensor.. The fuel pressure comes from the Fuel pump which is in the fuel tank.. The pressure is regulated (Fuel Pressure Regulator) on the fuel rail on the engine near the fuel injector/s. The code PO254 is a generic code.. could mean different things.. Does it seem to be impacting how the car is running?

Car not starting or getting gas

Someone needs to check the fuel pump relay and the fuel pressure.
Could be electrical, the fuel filter, or a weak pump among other things.

Does a 1999 caviler have a shut down oil sensor

If you are refering to the oil pressure switch that was used in some of the older GM vehicles that shut the fuel pump off in the event of fuel pressure loss, the answer to your question is NO, a 1999 Chevrolet Cavalier is not equipped with one of these.

1999 Chevy Cavalier fuel gauge doesn't regulate the amount of gas properly. What causes this?

This problem is caused by a defective fuel gage sending unit, the sending unit is located inside the fuel tank and is part of the fuel pump module but is sold separately in a kit from ACDelco, to replace the fuel gage sending unit requires the fuel tank be removed from the car. 1999 chevy cavalier fuel gage

Most of the time the level sensor in side of the fuel tank is the problem. I'd say 1 out of 10 the cluster is bad. But with the way you say it was acting up before hand I'd put my money on the level sensor and not the cluster. The fuel tank will need to come out of the car to fix this. There is not access door to the fuel pump.
