The back passenger blinker wont work and the bulbs

Different filament.
You have two filaments in those bulbs. A dim one for lights, and a second one that's brighter for directional and brake. You need to see if you have a good ground and both positive's at the socket.( with the parking and directional on)

Brake lights dont work (95 Tahoe) but have signal and running lights and top brake light good fuses

Sounds like the turn signal switch. Top brake light is wired direct so it will always work.

Brake lights dont work , rear directionals dont work

Just a toss in the dark here, but I had similar problems, and was told to remove the battery clamps from the battery for a few minutes, and reconnect.  After that, the lights worked.  Some sort of electronic control "fuse" deal on newer cars.

Reverse lights and license plate light dont work

Try link below, may point you in right direction, but you'll have to scroll down & find what you need. Otherwise I'd start from bumper with test light & work my way back toward front harness, after all fuses, plugs etc been checked.
