Ok on the 1999 carravan is there a fuel shut off safety switch "like a ford located in the trunk"

    no it wont start for me to get it in the garage to fix it

No, Chrysler does not use an inertia fuel shutoff switch like ford. There is nothing resettable or anything like that with the fuel system. You can disable it by pulling the ASD relay or fuel pump relay/fuse. If you have a problem, you can check your relays and swap them around to see if that solves your issue.

Hi... NO dodge don't use a Inertia fuel shutdown switch.
If you Have no fuel at the Injector, Check the fuel pump fuse and relay.
Or with a Test light check if there Power to the Fuel pump Connector.
To see if the pump work or not.

If this is turning over and sounding like it is not getting gas and with what you state as checked out I would go next to the fuel relay. If you ran out of gas you will need to reset the fuel safety shut off. Still may have to do that anyway. Check your manual for the location of this switch.

No power to fuel pump on 1999 crown victoria

Heres a few things to check that could cut power to the fuel pump. The fuel pump inertia shutoff sw
in the trunk on the left side, there is a reset button on the switch if you push the button down and
you hear/feel a click then the switch was tripped and you just reset it. The switch's job is to cut off
the fuel in case of an accident. Next, the fuel pump fuse located in the battery fuse block under the
hood on the right fender well, fuse #1 20amp fuse. Next, the fuel pump relay, the relay is located in
relay center on the left fender well. Hope this is helpful.

Most are located in the trunk or behind or above the passenger side front kick panel.

fuel pump relay is on a bracket under the driver's seat the inertia switch is in the center rear of the luggage compartment. (trunk)

yes the is it is a inertia switch they can get jared when driving down bumpy roads or a bump to the rear bumper that produces the "G" force required to cut the fuel off the switch is usually located in the trunk
