Then you either have low power steering fluid or the power steering pump is busted...
check the fluid first...
good luck!

Pas Ecu component making clicking sounds but not engaging power steering

Check the torque sensor on the steering column as that will show you if the sensor is knackered, if its ok then its the motor or ECU.

Where is the power steering unit

Let me ask you a question...If you do not know where the power steering unit is, how do you know the noise is coming from that area?

My recommendation is to take it by your local repair shop and see if one of the service technicians will loan you an ear.

IF your unit has POWER steering, it might be low on fluid, check this first. taking off the cap on the power steering unit itself,,,fill it with correct power steering fluid, IF it continues to make this noise, you might need to replace it??

The noise from the power steering unit can be from wear, the only way to eliminate the noise,is to replace the unit.

03 Windstar makes a whining noise when idling and turning. Sounds like it is coming from steering column. Power steering fluid level is good.

When you checked the power steering fluid level were there any indications of excessive foaming? There are three things that would cause a whining noise from the power steering. 1- low fluid (you checked that so that is not the culprit), 2- loose steering drive belt (you should not be able to press down on the belt more that about one inch between the steering pump pulley and the crankshaft pulley), 3- power steering pump bearing worn out.

Belts sqeeling on cold start up.

check your tensioner pulley and idler pulley by removing serpitine belt spin the pulleys inspect for roughness and endplay all so check harmonic vibration dampner pulley the one at crankshaft for seperation/endplay the rubber cracs and pulley walks on startup you could draw a metal file across the inner face of serpitine belt this will remove glazing or replace belt may be even better
