If you do not have a blown fuse. Look at this link and it will tell you what size fuse goes where. If you are missing a fuse you can replace it with the right size fuse. I do not see cigarette lighter on the list. https://www.autogenius.info/ford-escape-2008-2012-fuse-box-diagram/
it is more than likely because cigarette lighters draw high amperage and to have 2 on the one fuse would defeat the purpose of having fuses
check to see that one is not a cigarette lighter but an aux power outlet for phone charger or light etc
Hello, This 25 Amp fuse(#17) is for your cigarette lighter socket. If you used the socket for something else, you may have bent the terminals inside it. You will need to replace this socket as it is shorting out.
This should not be too expensive. Sometimes the autoparts stores have a display of HELP products for typical repairs and a socket going bad is common.
You will have to inspect the cigarette lighter closely, I suspect your son has bent the 2 terminals that make contact with the lighter, and this will continually giving you a dead short and blow your new fuse.
As for the other problem, your idea of shrink insulation sounds perfect.
