So long as they're the same model, I don't see a problem. Just be sure to carry over the speedo gears/sensor, and the TCU, and it should work just fine.

The most common failed start is ignition spark, usually forgot to hook it up, this is controlled by the ignition module and the crank sensor, second most common is fuel. Has your mechanic fixed it yet? if not check the three basics- air-fuel-fire, one them is missing.

I was reading in one of my repair manuals and it says in there that there could be a block where the exhaust gas pressure sensor is. There could be a blocked inlet hose. Or it could be the ECM.

Either under hood on passenger side firewall or behind dash on passenger side. Obd port is under hood usually on pass side near firewall. 96 and never vehicles, its under steering column.
