OK....I know you say not the starter or the battery.....but to confirm, do the headlights dim when you try to start it....I am assuming not.....which means battery is ok.....then if you can gain access, are you able to LIGHTLY tap the starter with a hammer or something of that nature (why >?????)....in the starter motor there are 2 circuits...one is the throw out circuit which is used by the starter solenoid to throw out the ring gear towards and in contact with the flywheel, the second circuit turns the starter motor.....this second circuit is operated by 2 heavy duty contacts that over time can wear and pit, like any electrical relay contacts...by hitting it, you are loosening the black (carbpn) buildup to enusre a clean contact to start the car......this happens alot with stop-start driving......

First I would check the fuel shut off switch. After the fuel pump, with the key in ON position but not cranking. You can hear the fuel pump humming noise. Turn the key off, and wait 10 seconds before a second try. Check the fuel pressure at fuel injectors area. If it is O.K then check the injectors for pulse with the check light, or a needle stethoscope. Check for a spark at the spark plugs too.
There might to many other reasons, but those I would check first.

So your fuel pump is working, it could be that your starter is not. Check your starter.

2002 Ford Expedition Eddie Baur Edition. Turn A/C on, no cold air. Could be freon but I am not hearing the compressor engaging. That bothers me. I should hear and feel it engaging. I have the auto. climate...

Check the fuse and relay for the compressor clutch. The clutch electrical winding could be open--check at the clutch electrical connection for 12 volts when the system is turned on. There is an interlock switch that prevents the compressor from being turned on if the system detects low freon level. Have that checked first, then worry about the electrics second. Hope this helps!

2000 Ford Explorer V-8. Won't turn over.

The next thing to check is 1: The starter solenoid (usually on the fender with batt. wire connected to it)
2: Use a breaker bar and manually turn engine at center crank bolt (clockwise). Either the solenoid is out or you have something more $/serious with the engine mechanically.

HI..
If you check the connection of the battery .
if you hear a cliking noise. and lights inside weak.
Is mean the battery is descharged or not good.
Try giving jumpstart cables. or with other battery.
Really I guess is a battery problem.
If the vehicle start. check if the Alternator is Charging.

I hope this could be a good point to start your diagnostic.

I hope work for you.
