Might not be this, BUT, when you have wheels balanced do you have them "dynamically"balanced or just up/down ?? thats the simple answer.....could also be bearings starting to go...(loose)

This sounds to me like an issue with your front brakes, these symtoms can be caused by the front rotors on your vehicle being warped and causing the vibration when you apply the brakes. I would have the front rotors measured to check for run-out and also to see if they need to be replaced or if they can be machined to be made smooth again.

Hope this helps with your situation..

Hi. I own a 1997 Subaru Impreza Outback. The steering wheel vibrates upon braking. It is worse at higher speeds. Replaced front brakes and rotors a year ago. Thank you.

Good Evening, your problem is a normal wear and tear issue as that over time brake rotors can become slightly warped and the only time you feel it is when you step on your brakes. A normal rule of thumb on those systems is if you feel it in the steering wheel when you step on the brakes it is your front rotors, and if you feel it in your seat it is the rear rotors. Always change your brake pads at the same time you change your rotors to help the longevity of the brake pads. Glad to help.
Thanks,
Joey

a visual inspection would not show up a warped disc/rotor,so as a first step(cheapest)i would change both front rotors/pads but buy genuine parts.(rotors only last about 50/60k before you need to change them anyway)and as mentioned to another person,by the time you buy the bits, take the wheels off, remove the calipers etc you might as well take it to autozone and keep your hands clean.....it only takes an hour, tops....
