The engineer who designed this high mount brake light for the 2008 Hyundai Sonata must have been in a crabby mood that day. That being said, there are two screws accessible from the trunk area. They hold the light housing and socket assy. in place. Once those screws are removed you need to separate the socket from the light housing and remove the housing from inside the car. It's nearly impossible to fit the new light bulb into the housing and replace the whole thing from inside the car because of the long tail on the socket. What I did was to remove that tail clear up to where the wires enter the socket, that tail is almost useless. Then I could put the new bulb into the socket and replace the housing from inside the car having only to get those two screws back into position from inside the trunk. I spent close to 2 hours doing something that could have or should have only taken a few minutes.

SOURCE: Third Brake light in Hyundai Sonata

I had the same issue. It's pretty much impossible to fix it as a consumer. My mechanic didn't even know how to do it, so I was forced to take it the the dealership. They do it and it takes them about 40min. If I can recall right, it took them this long because they said it's a pain to get to and I believe had to unassemble the top part of the trunk. It cost about $10-$15.

My high level brake light has bruned out,(third brake light). I was informed by the dealer the back window panel has to be removed to replace the 3.00 dollar bulb, total cost 75.00 dollars. With some

replace the bulb...??? This requires you remove the rear package deck (to access the bulb & socket). to do this, remove the seat bottom (two bolts hold the rear seat bottom to the chassis, then remove the bolts which hold the shoulder cushions (LH & RH - 12mm bolts) then remove the cosmetic molding around the trunk access (7 to 8 screws) then remove the "C" pillar covers (SRS curtain airbag LH & RH) to access the rear deck package & access the third brake lamp bulb. replace it, then reassemble.

Cant remove the bulb from the inside

According to the service manual, you must remove the cloth package tray that the third brake light assembly is attached to. First unclip the electrical connector located directly underneath in the trunk. Then remove the five philips screws securing the tray to the rear body by folding down the rear seatbacks. The package tray must then be pried off-not easy.
