the horn circuit is that theres 12v fed to one side of horn and works when its return is grounded at the horn button,,the feed to thec/liter may also be the feed to the horn,,the horn staying on may be the button return spring has calapsed and the contacts not seperating

get assistant to hold horn on and tap it with a small hammer this often works ,then whens it working put some engine oil around the vibrating part with a old fashioned oil can with engine oil in it .

if you check the wire that comes from the horn button to the relay for voltage when the horn is pushed and have voltage then you have a bad relay,if not then you probably have bad contacts in the horn pad area or even the clock spring itself.

You'll need to locate the horn relay and replace it, it will be located in or near the interior fuse box or possibly the fuse box under the hood. You can check the owner's manual for it's location.
