Check the relay relay maybe latched on. See if there is an identical relay in the box and swap them if problem goes away replace relay.

When they won't park it's 99% need new wiper motor

The wipers on that vehicle work with vacuum, if the vacuum is low, (which it would be sitting at an idle) then the wipers will slow or even stop,, try reving the motor just a little to see if that improves the problem, if it does, Lube the mechanical portions of the wiper assembly ,,

The Wiper Control Rod under the cover has a Push on Pivoting Arm and the Ball Broke and will not work the wipers until it is replaced

I have a 95 explorer ... intermittent wiper and park not working. Hi and low works good. I replaced wiper run/park relay (R3146) Advance Auto Parts. Location underhood power distribution box left side outboard of brake fluid reservoir.

The wipers have a control module in the wiper motor. That is what is wrong. On that model you will have to replace the wiper motor . Good Luck
