I do know different years have different location. One is up under dash board on drivers side. Some are on drivers side behind kick panel

Subaru is funny about hiding their fuse boxes. Yes, they are sometimes located inside the vehicle behind sliding panels beside the steering column. Check both panels by your feet and under the dash by the steering column.
