I'm gonna guess that this picture is too small...but it is a relay for the horn:

Witch is the fuse for the horn on a 2000 Lincoln - db1053d.gif
It is the C1006 relay...at the top of this picture...the 4 rectangular relays....it is the 4th one on the bottom.

2000 Lincoln LS HOrn does not work and I already checked the fuses asd they appear to be good. Can you provide any other trouble shoot solutions?

easy check first ,, you need help,, disconnect the 2 wires at the horn itself, Located by the front gill under the hood,, use a multimeter to check for power,, have someone try and honk the horn to see if the horn itself is receiving power, if it is,, the horn went bad, if not,, the contacts in the horn contacts are bad, which doesn't happen often but it does happen, or ( and I don't know on your model, ) you may have a horn relay thats not working, I'll check more to see if I can locate that answer

There is a horn switch in the steering wheel, not the clock spring. Check that out Sounds as though you pressed the horn to get your readings. Unplug to horn and put 12v to it!!

2000 lincoin ls horn will not work and where is the horn located

It might be the horn fuse.
first try to locate the fuse for this horn.
if fuse is good, try to check the horn switch electrical contact on your steering wheel (it might went loose)
hope this helps..

I own a 2001 Lincoln LS, my horn isn't working. Which fuse controls the horn?

it is doubtful the horn fuse is the problem, it is more likely the clock spring contact under the steering wheel, the fuse for the horn is located in the underhood fuse box,
