Question about 2000 Buick Park Avenue
Hi. This is not actuator problem. This is door handle issue. If the car panel is still open, check the door handle. There should be a metal rod connecting to handle going to the door mechanism. Rod might not be in place or disconnected. Check also the door handle if there are worn plastic. This plastic is responsible for holding the metal rod in place.
All the best!
